Chief Operating Officer, Southeast
Don Hickey serves as Chief Operating Officer of OHLA USA’s Southeast Region.
With more than 30 years of experience in the construction industry, Don has been instrumental in shaping and advancing OHLA USA’s presence in the Southeast. Since assuming executive leadership in 2019, he has driven strategic growth, strengthened operational performance, and led the successful pursuit and execution of some of Florida’s most complex infrastructure projects, delivering consistent profitability and long-term value.
Under his leadership, the company has expanded its paving division and advanced major initiatives, including the planning, design, and preconstruction of the I-95/SW 10th Street Connector in Broward County and Phase I services for the North Bulkhead Berths 1–6 Realignment Program at Port of Miami—both delivered through phased design-build, an innovative collaborative project delivery approach.
Prior to his current role, Don served as Executive Vice President of OHLA USA’s Southeast Civil division, and before that, as an Operations Manager for Community Asphalt Corporation. Earlier in his career, he held a similar position with Judlau Contracting, Inc., an OHLA USA affiliate in the Northeast. Throughout his career, he has managed numerous multi-million-dollar transportation projects, bringing a disciplined, results-driven approach to every stage of project delivery.
In his current capacity, Don continues to lead Southeast Civil operations while also partnering with Executive Vice President Frank Chang to strengthen OHLA Building’s business activities, helping position the vertical construction division for sustained growth.
Don holds a Bachelor of Science degree from Manhattan College and is an active member of The Moles, a prestigious organization of professionals engaged in heavy construction, including tunnels, subways, marine work, and other complex infrastructure projects.
