Package 5 - ADA Upgrades at 13 Subway Stations

OHLA USA’s Judlau Contracting division is leading the design-build initiative for Package 5—Accessibility Upgrades at 13 subway stations across all five boroughs of New York City.  Supporting this effort is OHLA Systems & Electric, responsible for electrical, signal, and communications systems installations at three stations in Queens.

This important project is a major step forward in the Metropolitan Transportation Authority’s (MTA) mission to create a more inclusive transit system. Package 5 includes ADA enhancements at four stations in Manhattan, four in Queens, three in Brooklyn, one in the Bronx, and one in Staten Island. Key upgrades include the installation of a total of 18 new ADA-compliant elevators and four ramps, along with a range of state-of-good-repair improvements.

Each station is now fully mobilized, with dedicated teams working to meet accelerated project milestones. Crews are actively engaged in demolition, excavation, pile and rebar installation, and support-of-excavation operations. Simultaneously, electrical and structural upgrades are progressing at multiple sites, alongside extensive concrete repairs. Elevator shaft forms are being installed, and elevator pit excavations are underway.

Judlau is also executing critical state-of-good-repair work and managing complex Maintenance and Protection of Traffic (MPT) plans to ensure public safety and operational continuity throughout the project.

Beyond civil construction for elevators and ramps, the scope includes utility relocations, track replacements at select locations, installation of new electrical and communications systems, architectural finishes, platform edge upgrades, and ADA boarding zones. To enrich the commuter experience, Judlau is collaborating with MTA Arts & Design to incorporate vibrant public artwork into the stations.
