Julio Velez serves as Chief Operating Officer for OHLA USA’s Northeast Region, bringing nearly two decades of experience delivering complex, high-profile infrastructure projects. Since joining the company in 2006, he has held a series of key leadership roles, consistently driving operational excellence and successful project execution.
Most recently, Julio served as Construction Manager for the $2.9 billion Purple Line Light Rail project in Maryland—an ambitious design-build initiative spanning 16 miles and 21 stations, connecting Bethesda to New Carrollton. His leadership on this transformative project underscores his ability to manage large-scale, multidisciplinary teams and deliver results on some of the industry’s most challenging undertakings.
In his current role, Julio partners closely with Executive Vice President Larry Korgood to advance strategic initiatives that strengthen organizational culture, enhance accountability, and drive profitability across the region.
Throughout his career, Julio has played a critical role in delivering several signature projects, including Wayfinding & Station Improvements in Boston, as well as major New York projects such as the Hudson Line Power, Communications & Signaling Improvements, Queens-Midtown Tunnel Rehabilitation, 72nd Street Station Fit-Out, and East Side Access Tunnels & Structures.
Julio holds a Bachelor of Science degree from the University of Connecticut and is an active member of The Moles, an organization of professionals engaged in constructing tunnels, subways, sewers, foundations, marine, sub-aqueous, and other heavy construction projects.
